EU Antitrust Regulators Narrow Charges Against Apple Over App Store Rules, Drop In-App Payments Case

EU antitrust regulators on Tuesday narrowed their case against Apple, focusing on its App Store rules that prevent developers from informing users of other purchasing options, while dropping another charge related to in-app payments.

The European Commission, which acts as the executive for the 27-country European Union, did not say why it had dropped its case against the iPhone maker for requiring developers to use its own in-app payment system.

However, the victory for the US tech giant will be short-lived as a new EU tech law known as the Digital Markets Act (DMA), which will apply from May, bans both of the Apple practices investigated by the Commission, with fines of up to 10 percent of a company's global turnover for infringements.

The Commission said Apple's so-called anti-steering obligations, which prevent developers from informing users about other purchasing options, violate EU rules against unfair trading conditions.

These obligations are "neither necessary nor proportionate for the provision of the App Store on iPhones and iPads" and "are detrimental to users of music streaming services on Apple's mobile devices who may end up paying more", the EU competition enforcer said in a statement.

Apple said it was pleased the Commission, which can fine it up to 10 percent of its global turnover for antitrust violations, had narrowed the case and it would respond to the regulator's concerns.

Spotify triggered the case against Apple by complaining about both its anti-steering mechanism and in-app payment system, leading the Commission to issue a charge sheet against Apple in April 2021.

The streaming giant urged the Commission on Tuesday to issue a swift decision.

The Commission said Tuesday's charge sheet, known as a statement of objections, would replace the 2021 document.

Elon Musk Assembling Team to Develop ChatGPT Rival, Held Talks With Former DeepMind AI Researcher: Report

Elon Musk has approached AI researchers in recent weeks about forming a new research lab to develop an alternative to OpenAI's ChatGPT, the Information reported on Monday, citing people with direct knowledge of the effort.

Tesla and Twitter chief Musk has been recruiting Igor Babuschkin, a researcher who recently left Alphabet's DeepMind AI unit, the report said.

The report comes after ChatGPT, a text-based chatbot developed by OpenAI that can draft prose, poetry or even computer code on command, gained widespread attention in Silicon Valley.

Musk, who had co-founded OpenAI along with Silicon Valley investor Sam Altman in 2015 as a nonprofit startup, had left its board in 2018, but chimed in with his take on the chatbot, calling it "scary good".

Musk and Babuschkin have discussed assembling a team to pursue AI research but the project is still in the early stages, with no concrete plan to develop specific products, the report said quoting an interview with the latter.

Babuschkin added that he has not officially signed onto the Musk initiative, according to the report.

Musk and Babuschkin could not be reached immediately for comments.

Since its launch in November 2022, ChatGPT has exploded in popularity and compelled tech giants to jump in the AI race. Several companies are developing their own ChatGPT-style AI chatbot.

China's Baidu is working on Ernie Bot to rival ChatGPT and revamp its search engine. Earlier this week, Baidu CEO said the company will use its ChatGPT-like app Ernie Bot to create a "revolutionary" version of its popular search engine.

Baidu, which has invested heavily in artificial intelligence in recent years, is regarded as at the forefront of efforts to create a Chinese rival to the AI platform developed by OpenAI and backed by Microsoft.

Ericsson Could Cut 8,500 Jobs Under Cost-Cutting Plans, Reveals Internal Memo

Telecom equipment maker Ericsson will lay off 8,500 employees globally as part of its plan to cut costs, a memo sent to employees and seen by Reuters said.

While technology companies such as Microsoft, Meta and Alphabet have laid off thousands of employees citing economic conditions, Ericsson's move would be the largest layoff to hit the industry.

"The way headcount reductions will be managed will differ depending on local country practice," Chief Executive Borje Ekholm wrote in the memo.

"In several countries the headcount reductions have already been communicated this week," he said.

On Monday, the company, which employs more than 1,05,000 worldwide, announced plans to cut about 1,400 jobs in Sweden.

While Ericsson did not disclose which geography would be most affected, analysts had predicted that North America would likely be most affected and growing markets such as India the least.

The company said in December it would cut costs by 9 billion crowns ($880 million or nearly 7,300 crore) by the end of 2023 as demand slows in some markets, including North America.

"It is our obligation to take this cost out to remain competitive," Ekholm said in the memo. "Our biggest enemy right now may be complacency."

Many telecom companies had beefed up their inventories during the height of the pandemic which is now leading to slowing orders for telecom equipment makers.

Verizon, one of the largest telecom companies, plans to spend between $18.25 billion (nearly Rs. 151,400 crore) and $19.25 billion (nearly Rs. 1,59,700 crore) this year, down from a capital expenditure budget of $23 billion last year.

Ericsson Chief Financial Officer Carl Mellander had earlier told Reuters that cost cuts would involve reducing consultants, real estate and employee headcount.

Nordic rival Nokia has not announced any plans to lay off employees.

Uber Overhauls App Design, Brings New Homescreen, Increased Personalisation Features

Taxi-hailing service Uber on Thursday announced a comprehensive global revamp of its app, adding a slew of new features to help riders go anywhere effortlessly. Uber said its redesigned app has been made customised to the individual preferences of each rider, offering easy access to all services, consistent experiences, and smooth flows through the booking process.

With the redesigned homescreen, the company said the new Uber app makes it way easier to book rides, taking into account the most preferred destinations and products for each rider.

The redesigned homescreen, more personalisation and a new way of tracking rides are some of the features added to the redesigned app.

The company in a statement said the homescreen has been simplified to help riders book trips more easily, with fewer taps, right from the get-go. The new app also features a 'Services' tab as a one-stop shop to find all product offerings available to riders in their city - from a nearby Moto to Auto, Intercity, Rentals, Reserve, Connect and more. The new 'Activity Hub' helps keep track of the past and upcoming rides all in one place.

The company said the app will also share personalised recommendations for ways to plan travel and save, based on how each rider uses Uber. As an example, if a rider typically uses Uber Auto, it will likely be the first option they see; and the app will also suggest other affordable options.

With Live Activities on the lock screen, the company said riders can easily track the live progress of their ride and receive critical updates like vehicle details, the latest estimated time of arrival (ETA) information, and trip status -- on the lock screen without opening the app.

This feature is being rolled out for iOS devices, and will be available on Android devices soon.

Riders will need to ensure their device is up to date with the latest available software, it said.

Nitish Bhushan, Director for Central Operations, Uber India and South Asia, said, "We have always worked to provide mobility with few taps on the app for riders on the Uber platform. Seeing how fast-paced our lives are getting, we understand the need to be able to navigate through apps in seconds."

He said the company is introducing the redesigned Uber app to help users more effortlessly navigate to ensure each rider sees an app designed for their specific needs, with their frequented routes and preferred products showing right at the top.

YouTube Music Rolls Out Option to Create Customised Radio Playlist for Android, iOS: Report

YouTube Music is reportedly introducing a new feature that allows users to create a custom radio list. The feature, rolling out to Android as well as iOS, will let users choose artists, songs, and their frequency. For now, users can choose up to 30 of their favourite artists for customised radio playlist. While Apple Music and Spotify already provide the choice to choose artists for radio playlist, they do not offer additional customisation options. The Alphabet-owned music streaming platform earlier allowed users to customise their music queue in the Now Playing section.

According to a report by Tech Crunch, YouTube Music is rolling out a new feature that will let users create their own radios playlists by choosing artists as well as the content. Users can opt to add as many as 30 artists to create their playlist. They can also choose how frequently an artist's songs appear on a list. Additionally, users will also have an option to apply filters like “new discoveries” or “chill songs” to make their choices.

To create a custom Radio playlist, users have to go to the YouTube Music homepage and scroll down to “Your music tuner” option. As stated earlier, this feature will be able to both Android and iOS users using YouTube Music app. Moreover, all countries, where YouTube is accessible, will get the option for free as well as paid users. Once the artists are selected, users can apply mood filters like Popular, Deep cuts, and New releases, Pump-up, Chill, Upbeat, Downbeat, and Focus.

The new feature will give users a lot more control over their music listening experiences, YouTube Music reportedly said in a mail to Tech Crunch.

Meanwhile, YouTube Music has also launched a redesigned library interface on Android and iOS devices with immediate access to playlists, songs, albums, and more. The new UI has removed the Recent activity tab and category list.

Amazon Acquires One Medical at $3.5 Billion After FTC's Approval; Announces to Cut Subscription Fee

Amazon.com said on Wednesday it had completed its $3.5 billion (nearly Rs. 29,000 crore) takeover of primary care provider One Medical, a day after a US Federal Trade Commission (FTC) official announced that the agency would not challenge the deal.

The acquisition, announced last July, gives the online retailer a virtual health offering as well as offices for in-person medical services for the first time.

It reflects Amazon's long-held ambition to greatly simplify how consumers navigate healthcare in the United States, a lofty goal it has yet to realize even as the company has rolled out a virtual pharmacy and other programs.

In a statement, Amazon's Chief Executive Andy Jassy said the deal would help the company improve, speed up and personalize care for patients. "If you fast forward 10 years from now, people are not going to believe how primary care was administered," he said.

Amazon shares rose 2 percent in morning trade.

The company also announced it would discount One Medical membership to $144 (nearly Rs. 11,900) from $199 (nearly Rs. 16,500) for the first year to new customers, irrespective of whether they are subscribers to Amazon's Prime loyalty program. Membership covers access to One Medical's virtual care services, referral and insurance navigation, Amazon said.

The FTC official on Tuesday said the agency would watch for any possible harm to competition caused by the tie-up, along with how consumer data is used. Antitrust agencies can file complaints to undo a merger after it is complete.

The FTC is also probing Amazon's plan to buy iRobot, maker of the autonomous Roomba vacuum, for $1.7 billion (nearly Rs. 14,100).

Amazon said it had no layoff plans for One Medical after closing the deal. Amir Dan Rubin, One Medical's chief executive, will remain with the company and report to Neil Lindsay, senior vice president of Amazon Health Services, the retailer said.

One Medical had 836,000 members at last year's end and 2022 net revenue of $1 billion (nearly Rs. 8,300 crore). It had a physical presence in 27 markets across the United States, from San Diego to Cape Cod, it said in its annual report.

Facebook Parent Meta Plans Another Round of Job Cuts, May Lay Off Over 1,000 Employees: Report

Facebook-parent Meta Platforms is planning a fresh round of job cuts in a reorganisation and downsizing effort that could affect thousands of workers, the Washington Post reported on Wednesday.

Last year, the social media company let go 13 percent of its workforce — more than 11,000 employees — as it grappled with soaring costs and a weak advertising market.

Meta now plans to push some leaders into lower-level roles without direct reports, flattening the layers of management between top boss Mark Zuckerberg and the company's interns, the Washington Post reported, citing a person familiar with the matter.

Meta declined a Reuters request for comment, but spokesperson Andy Stone in a series of tweets cited several previous statements by Zuckerberg suggesting that more cuts were on the way.

Zuckerberg told investors earlier this month that last year's layoffs were "the beginning of our focus on efficiency and not the end." He said he would work on "flattening our org structure and removing some layers of middle management."

Last year's layoffs were the first in Meta's 18-year history. Other tech companies have cut thousands of jobs, including Google parent Alphabet, Microsoft and Snap.

Meta aggressively hired during the COVID-19 pandemic to meet a surge in social media usage by stuck-at-home consumers. But business suffered in 2022 as advertisers pulled the plug on spending in the face of rapidly rising interest rates.

Meta, once worth more than $1 trillion (nearly Rs. 82,840,100 crore), is now valued at $446 billion (nearly Rs. 36,94,700 crore). Meta shares were down about 0.5 percent on Wednesday.

The company has said it would also reduce office space, lower discretionary spending and extend a hiring freeze into 2023 to rein in expenses.

More than 1,00,000 layoffs were announced at US companies in January, led by technology companies, according to a report from employment firm Challenger, Gray & Christmas.

Binance's Stablecoin Company Paxos in Discussions With US SEC Over Security Token

The firm behind Binance's stablecoin, Paxos Trust Company, is in discussions with the U.S. Securities and Exchange Commission after the regulator told the company it should have registered the token as a security, according to an internal email from Paxos' chief executive officer.

"We are engaged in constructive discussions with the SEC, and we look forward to continuing that dialogue in private," said Paxos CEO Charles Cascarilla in an email sent on Saturday to Paxos employees which was seen by Reuters.

He added that if necessary, Paxos would defend its position that Binance USD is not a security through litigation.

An SEC spokesperson declined to comment. Paxos declined to comment beyond the email.

The New York Department of Financial Services (NYDFS) said in a consumer alert on February 13 that it had ordered Paxos to stop minting Binance USD, the third biggest stablecoin with about $16 billion (nearly Rs. 1,32,570 crore) in circulation.

In turn, Paxos said it would stop issuing new Binance USD from February 21, but would continue to support and redeem the tokens until at least February 2024.

Cascarilla said the company's decision to end its relationship with Binance was separate from the NYDFS directive and the communication it has had with the SEC over Binance USD.

"The market has evolved and the Binance relationship no longer aligns with our current strategic priorities," he said.

Binance did not immediately respond to a request for comment, but has said it would continue to support Binance USD for the foreseeable future.

Cascarilla said that Paxos was still working with the SEC towards the publication of its application to obtain a clearing agency license, and with the US Office of the Comptroller of the Currency (OCC) to get final approval for its national trust bank charter.

The OCC declined to comment.

‘AI Could Be the Next Platform’: Silicon Valley Investors Rush to Find the Next ChatGPT

ChatGPT, Silicon Valley's latest app sensation, has investors rushing to find the next big thing in generative AI, the technology that some hail as the beginning of a new era in big tech.

Artificial intelligence (AI) has been increasingly present in everyday life for decades, but the November launch of the conversational robot from start-up OpenAI marked a turning point in its perception by the general public and investors.

"Every so often we have platforms that come along and result in an explosion of new companies. We saw this with the internet and mobile, and AI could be the next platform." said Shernaz Daver of California-based Khosla Ventures.

Generative AI, of which ChatGPT is an example, wades through oceans of data to conjure up original content - an image, a poem, a thousand-word essay - in seconds and upon a simple request.

Since its discrete release in late November, ChatGPT has become one of the fastest growing apps ever and pushed Microsoft and Google to rush out projects that had until now stayed carefully guarded over fears that the technology wasn't yet ready for the public.

"Just five days after its release, a million people used ChatGPT - about 60 times faster than it took Facebook to reach one million users," said Wayne Hu, a partner at SignalFire, another venture capital firm.

"Suddenly investors are all talking about how ChatGPT might eliminate millions of knowledge worker jobs, disrupt trillion-dollar industries, and fundamentally change the way we learn, consume, and make decisions," he said.

The explosion of generative AI comes at an otherwise morose time for the tech sector, with tens of thousands of layoffs cascading through the world's biggest companies as well as smaller ones that are struggling for survival.

"While other categories are facing a contraction in valuations and raising capital, generative AI companies are not," said Daver.

Hu said that the market valuations for generative AI companies have been sky high, while they have contracted for everything else.

'Hard to keep up'

OpenAI, the ChatGPT creator, is valued by Microsoft at nearly $30 billion (roughly Rs. 2.4 lakh crore) despite still burning through money at a high speed, he said.

Entrepreneurs specializing in generative AI say they no longer need to scream out for attention when hunting for cash or walk through the details of what they are trying to offer.

"It's helped us a lot," said Sarah Nagy, founder of Seek AI, a start-up that allows nonspecialists to extract technical data from a database using queries in everyday language.

"Before ChatGPT... I had to explain what generative AI is, and why it matters," she added.

Now the appetite for ChatGPT-like capabilities is seemingly limitless, and not only from investors.

"The demand from customers has increased a lot," said Nagy. "It's even hard to keep up, because we're still a small company."

The entrepreneur wants to grow her team and, according to Daver, while the trend is to downsize, "we are currently hiring" in generative AI.

In the last few weeks, it is mainly the giants that have been in the news, first and foremost Microsoft, OpenAI's partner and investor, followed by Google, which is trying to keep up.

But in their shadow, a galaxy of start-ups have ideas on offer too.

Other recent examples of funding rounds include California-based Kognitos, which aims to automate administrative tasks, and the platform for designers Poly that can whip out 3D graphics or maps in seconds.

In addition to the usual venture capitalists, tech giants are on the lookout, like Google, which just invested $300 million to acquire 10 percent of newcomer Anthropic and its chatbot Claude.

Hu said the ChatGPT "gold rush" could be unprecedented and expand well beyond Generative AI because the very technology itself minimizes the need for a computer coder or designer to execute ideas.

"Now you no longer need to get a Stanford PhD in computer science: any developer can build something amazing on top of ChatGPT and other foundation models in one weekend."

"This wave of AI could be bigger than mobile or the cloud, and more on the scale of something like the Industrial Revolution that changed the course of human history," Hu said.

Meta Launches Twitter Blue-Style Subscription for Facebook and Instagram, Service Starts at $11.99 a Month

Facebook, the social network that was supposed to stay free "always," and its stablemate Instagram launched on Sunday a paid subscription service, as the advertising-based business model that has long dominated the internet falters.

Mark Zuckerberg, the CEO of Facebook-parent Meta, announced on Sunday the launch of Meta Verified, a service starting at $11.99 (roughly Rs. 990) a month to authenticate one's account, which follows a similar move by Elon Musk at Twitter.

"This new feature is about increasing authenticity and security across our services," Zuckerberg wrote in a statement posted to Facebook and Instagram.

Meta Verified will be rolled out in Australia and New Zealand this week before coming to markets in the United States and other countries.

Subscribers will get a badge indicating their account has been verified with a government ID, extra protection against impersonation, direct access to customer support and more visibility, according to the company.

The social media giant said the service would be primarily aimed at content creators looking to expand their presence on the platforms and could see adjustments after a test phase.

There would be no changes to accounts on Facebook and Instagram that are already verified, the company said, adding that only users who are over the age of 18 will be allowed to subscribe. The service is not yet available to businesses.

It was not immediately clear how Zuckerberg planned to price Meta Verified in countries where users cannot afford to pay $12 a month, or in cash-based economies where they may have fewer ways to get the money to Meta.

Musk's initial attempts to launch a similar service at rival social media network Twitter last year backfired, with an embarrassing spate of fake accounts that scared advertisers and cast doubt on the site's future.

He was forced to briefly suspend the effort before relaunching it to muted reception in December.

'Free'?

Facebook helped establish the dominant model of large platforms on the internet today, which sees users benefit from "free" services that collect their data to sell personalized ad space.

It is a model that has earned the company, along with other advertising titans such as Google, tens of billions of dollars a year.

For years the Facebook homepage proudly declared that the site was "free and always will be."

But in 2019 the company quietly ditched the slogan. At the time experts suggested it was because the value of users' personal data meant the site was never truly free.

In 2022, Meta saw its ad revenue decline for the first time since the California-based group went public in 2012.

The company recently announced that the number of Facebook's daily users hit two billion -- but between inflation eating into advertisers' budgets and fierce competition from apps such as TikTok, those users are not bringing in as much revenue as they used to.

The company has also suffered from regulatory changes introduced by iPhone maker Apple, which restrict the ability of social networks to collect data and sell advertising.

Similar factors have already pushed other networks, from Reddit to Snapchat as well as Twitter, to launch paid plans.

Meta is also under pressure for making a huge gamble on the metaverse, the world of virtual reality that Zuckerberg believes will be the next frontier online.

'Not a small fee'

Investors last year punished Meta, sending the company's share price down by an astonishing two-thirds over 12 months, but the stock has recovered some ground in 2023.

Meta announced in November it would lay off 11,000 employees, or 13 percent of its staff -- the largest worker reduction in the company's history.

Meta Verified will be cheaper on the web than on mobile applications because of commissions taken by Apple on the iPhone or Google on smartphones operated by its Android system.

Zuckerberg said it would cost $11.99 on the web, and $14.99 (roughly Rs. 1,240) per month on iOS or Android.

The company said it doesn't expect to make significant revenue from the service during the test phase but that it is part of diversification efforts.

"Personally, I think it's more about diversifying revenue," said Carolina Milanesi, an analyst at Creative Strategies.

After Twitter launched its subscription, other social media groups thought "well, we might as well try," she told AFP.

"Justifying that from a creator perspective I think is more of a marketing pitch than of true value to creators," she added.

Platforms are fighting for users and that of influencers that draw their attention.

But for Milanesi, the Meta Verified offers are "a weird mix."

"I don't know if it gives enough to one category (of users) to justify the amount of money, which is not a small fee."

Twitter to Begin Charging Users to Protect Their Accounts via SMS Messages From March

Twitter said on Friday it will allow only paid subscribers to use text messages as a two-factor authentication (2FA) method to secure their accounts.

After March 20, "only Twitter Blue subscribers will be able to use text messages as their two-factor authentication method," the company tweeted.

Two-factor authentication, meant to make accounts more secure, requires an account holder to use a second authentication method in addition to a password. Twitter allows 2FA by text message, authentication app and a security key.

The company believes phone-number-based 2FA is being abused by "bad actors," according to a Wednesday blog post that the company's tweet linked to. "So starting today, we will no longer allow accounts to enrol in the text message/SMS method of 2FA unless they are Twitter Blue subscribers. The availability of text message 2FA for Twitter Blue may vary by country and carrier," the company said in the post.

Users who have not subscribed to Twitter Blue but already have SMS based 2FA enabled will have 30 days to disable it and enrol in another method, according to Twitter

Twitter owner Elon Musk tweeted "Yup" in reply to a user tweet that the company was changing policy "because Telcos Used Bot Accounts to Pump 2FA SMS," and that the company was losing $60 million (roughly Rs. 490 crore) a year "on scam SMS."

The blue check mark, previously free for verified accounts of politicians, famous personalities, journalists and other public figures, is now open to anyone prepared to pay.

Last month, Twitter said it would price Twitter Blue subscription for Android at $11 (roughly Rs. 900) per month, the same as for iOS subscribers.

Binance Pulls Back on Potential Investments in the US, Confirms CEO Zhao

Binance has pulled back on some potential investments in the United States, its CEO Changpeng Zhao said on Friday, following a Bloomberg report that the major crypto exchange was considering ending relationships with US business partners.

"We pulled back on some potential investments, or bids on bankrupt companies in the US for now. Seek permission first," Zhao wrote in a tweet, without elaborating.

The Bloomberg report, which cited an unnamed person familiar with the matter, said Binance is considering ending business relationships with banks and services firms in the United States, amid heightened regulatory scrutiny of the company.

Binance is also reassessing US venture capital investments and will consider de-listing tokens from any US-based projects, including the major stablecoin USD Coin, the report said.

Word that Binance may drop its US partners comes a day after Reuters reported that the global Binance exchange, which is not licensed to operate in the United States, had secretly moved more than $400 million (nearly Rs. 3,310 crore) from accounts held by its purportedly independent US partner. That money, according to company messages, was shifted to a trading firm managed by Binance CEO Zhao.

"Like every other blockchain company, we are conducting a careful cost-benefit analysis and will pivot our business as necessary to protect our global user base," a Binance spokesperson said. The company did not immediately respond to questions on which US investments Binance had pulled back from.

US regulators have stepped up scrutiny of crypto companies this year. The regulatory action comes after multiple meltdowns in the crypto sector last year that saw a string of major industry players in the United States and beyond collapse.

On Monday, New York's top financial regulator ordered the company behind Binance's stablecoin to stop issuing the token.

Earlier this month Binance said it had suspended all dollar bank transfers after a US banking partner, Signature Bank, dialled back exposure to crypto firms.

Elon Musk's SpaceX Faces $175,000 Fine for Failing to Submit Starlink Safety Data

The Federal Aviation Administration (FAA) on Friday proposed a $175,000 (nearly Rs. 1.45 crore) civil penalty against SpaceX for failing to submit some safety data to the agency prior to an August 2022 launch of Starlink satellites.

The FAA said SpaceX was required to submit the information, known as launch collision analysis trajectory data, directly to the agency at least seven days prior to an attempted launch. The data is used to assess the probability of the launch vehicle colliding with one of the thousands of tracked objects orbiting the Earth. SpaceX has 30 days to respond to the FAA after receiving the penalty notice.

SpaceX did not immediately respond to a request for comment.

The proposed penalty is SpaceX's latest bout of tension with the FAA as the Elon Musk-owned company's fast-pace launch business tests US launch and rocket reentry regulations.

In 2020, the FAA found SpaceX in violation of launch regulations for allowing a prototype of the company's giant Starship rocket to liftoff without securing approval of key data involving the vehicle's potential blast radius.

In 2021, the FAA revised SpaceX commercial launch requirements to mandate that an FAA safety inspector be present for every flight at its Boca Chica launch facility after the FAA said the company violated license requirements for a Starship launch.

Earlier this month, SpaceX announced its plans to fire up all 33 engines powering its massive Starship launch system ahead of its first orbital launch, a key milestone in the company's efforts to reach the moon and Mars. The announcement comes about two weeks after the company, formally known as Space Exploration Technologies, filled the rocket and booster with propellant in a “wet dress rehearsal.”

ChatGPT to Receive Upgrade to Allow Users to Customise Viral Chatbot, Microsoft-Backed OpenAI Says

OpenAI, the startup behind ChatGPT, on Thursday said it is developing an upgrade to its viral chatbot that users can customise, as it works to address concerns about bias in artificial intelligence.

The San Francisco-based startup, which Microsoft has funded and used to power its latest technology, said it has worked to mitigate political and other biases but also wanted to accommodate more diverse views.

“This will mean allowing system outputs that other people (ourselves included) may strongly disagree with,” it said in a blog post, offering customisation as a way forward. Still, there will “always be some bounds on system behavior.”

ChatGPT, released in November last year, has sparked frenzied interest in the technology behind it called generative AI, which is used to produce answers mimicking human speech that have dazzled people.

The news from the startup comes the same week that some media outlets have pointed out that answers from Microsoft's new Bing search engine, powered by OpenAI, are potentially dangerous and that the technology may not be ready for prime time.

How technology companies set guardrails for this nascent technology is a key focus area for companies in the generative AI space with which they're still wrestling. Microsoft said Wednesday that user feedback was helping it improve Bing before a wider rollout, learning for instance that its AI chatbot can be “provoked” to give responses it did not intend.

OpenAI said in the blog post that ChatGPT's answers are first trained on large text datasets available on the Internet. As a second step, humans review a smaller dataset, and are given guidelines for what to do in different situations.

For example, in the case that a user requests content that is adult, violent, or contains hate speech, the human reviewer should direct ChatGPT to answer with something like “I can't answer that.”

If asked about a controversial topic, the reviewers should allow ChatGPT to answer the question, but offer to describe viewpoints of people and movements, instead of trying to “take the correct viewpoint on these complex topics,” the company explained in an excerpt of its guidelines for the software.
